I mentioned to you on the telephone the position

which has arisen with regard to the rates of cost of

living bonus paid to certain locally entered staff employed

by the Admiralty at Hong Kong. You were good enough

to say that you would do what you could to help in the

matter.

Put shortly, the position is that the materials

on which the rates of local bonus have been based

hitherto have been found to be unsound, and the Admiralty

are now proposing to take in hand a fresh revision of

actual costs of living of the staff in question. The

attached memorandum shows the lines on which the Admiralty

propose to deal with the matter.

It seems to us that it will be a very real help

to the Admiralty and to the local naval authorities if

the Colonial Government will co-operate with them in the

manner suggested in this memorandum, and my purpose in
